Budget 2013 Debate Round-Up Speech

Deputy Prime Minister and Finance Minister Tharman Shanmugaratnam delivered the Budget 2013 Debate Round-Up Speech in Parliament on 7 March 2013. His response to the concerns raised by Members of Parliament is set out along the lines of the following major themes:

  1. Helping SMEs make the transition
  2. Our approach to progressivity and social spending
  3. Benefitting the middle income

He also addressed the questions that Members raised regarding tax issues such as on the progressive property tax system.

Deputy Prime Minister and Finance Minister Tharman Shanmugaratnam delivered the Budget Statement for the Financial Year (FY) 2013 Budget on 25 February 2013

Budget 2013 sets out the strategies and directions for building a better Singapore. To achieve quality growth and an inclusive society, we will:

  • Transform Our Economy For Better Jobs. We need to restructure the economy to raise productivity and achieve Quality Growth. We will tighten foreign worker policies and support business restructuring through a $5.9 billion Quality Growth Programme.This includes a $3.6 billion Wage Credit Scheme to encourage businesses to share productivity gains with their workers through higher wages.
  • Building a Fair and Inclusive Society. We will reinforce our social safety nets and do more to promote social mobility. We will also enhance Workfare and make our taxes more progressive. To help households cope with the cost of living, we will make $1.7 billion in household transfers this year.

Building a Fair and Inclusive Society

We will take major steps to ensure that we have a fair and more inclusive society, by enhancing educational support for our children, helping lower income workers, and providing better lives for our retirees. These include promoting social mobility through greater support at school for disadvantaged students, reinforcing social safety nets for our seniors and needy families, enhance Workfare to help the lower-income and older workers, improve the progressivity of our tax system, provide $1.7 billion in household transfers to help Singaporean households cope with cost of living and review healthcare financing to keep it affordable, especially for older Singaporeans.

Transforming Our Economy for Better Jobs

We need to restructure the economy to raise productivity and achieve Quality Growth. We have to continue moderating foreign workforce growth through a targeted approach, with adjustments calibrated to the circumstances of each sector and each category of workers. At the same time, Government will provide businesses with strong support for restructuring. The Government will introduce a $5.9 billion Quality Growth Programme to help businesses to upgrade, create better jobs and raise wages. . The three-year programme includes a new Wage Credit Scheme ($3.6 billion) to encourage companies to share productivity gains with their workers through higher wages.
