The Household Calculator for Singapore Budget 2012 is now available on the Apple App Store! The calculator allows you to estimate the total amount of benefits that you and your household can receive in 2012 (Jan – Dec '12).

Budget 2012 Debate Round-Up Speech

Deputy Prime Minister and Finance Minister Tharman Shanmugaratnam delivered the Budget 2012 Debate Round-Up Speech in Parliament on 1 March 2012. His response to the concerns raised by Members of Parliament is set out along the lines of the following two major themes:

Deputy Prime Minister and Finance Minister Tharman Shanmugaratnam delivered the Budget Statement for the Financial Year (FY) 2012 Budget on 17 February 2012.

Budget 2012 sets out the directions that the Government has embarked on to build an inclusive society and a stronger Singapore. The two strategies are:

  • Sustaining Economic Growth. We have to upgrade and restructure our economy, so that we grow by increasing productivity rather than by an ever-increasing workforce. Budget 2012 takes further steps to promote this necessary restructuring.
  • Building a Fair and Inclusive Society. Restructuring our economy so that we can sustain income growth is our first task in building an inclusive society. Budget 2012 marks a significant step up in our support for three groups of Singaporeans – older Singaporeans, Singaporeans with disabilities and lower income Singaporeans.

Permanent GST Vouchers

Budget 2012 will provide continuing assurance of a fair and progressive fiscal system with a new, permanent GST Voucher scheme. Lower-income families will receive GST offsets via three components: cash, Utilities-save rebates, and CPF Medisave top-ups for older Singaporeans. The voucher will fully offset the 7% GST that the lower half of retiree households pay on their expenses, The GST Voucher will cost $680m this year.

A Fair and Inclusive Society

Budget 2012 marks a major step up in social policy. We will support older Singaporeans who wish to work and help them to unlock the savings in their homes. We will also expand healthcare capacity and make services more affordable. For Singaporeans with disabilities, we will strengthen early intervention and education, support employment and provide better adult care. For lower-income families, we will provide their children with a high-quality education, and to help them upgrade their skills.

Enhancing Our Transport System

Public transport is critical to the liveability of our city and daily life for the majority of Singaporeans. Beyond the ongoing rail capacity improvements, the Govt will partner the public transport operators to add about 800 buses over the next 5 years, or a 20% increase. This will reduce crowding and waiting times. The Green Vehicle Rebate system will be replaced by a new Emissions-based Vehicle scheme. The Additional Transfer Fee for used-car transactions is abolished.

Restructuring to Sustain Growth

Budget 2012 takes further steps to promote economic restructuring. These include managing our dependence on foreign labour, and transforming through innovation and productivity, so that Singaporeans can earn higher incomes. The Govt will help our companies, especially SMEs, to upgrade and attract local workers, and help offset the high costs they face that may persist in the business slowdown. More support is also given for internationalisation and the development of new competitive strengths.

Budget 2012 sets out the directions that the Government has embarked on to build an inclusive society and a stronger Singapore. To Sustain Economic Growth, we have to restructure and upgrade our economy, so that we grow by becoming more productive, and can rely less on expanding our workforce. To Build a Fair and Inclusive Society, we have to keep mobility high, help our elderly live well, and provide stronger support for Singaporeans with disabilities.
